The statutory mandate of the Department of Planning and Human Resource Development is to collaborate with heads of departments in planning and implementing technical operations and capacity building programs of the Ministry. This Department consists of two divisions: The Division of Planning and Development, and The Division of Mineral Exploration and Environmental Research (D’MER). The Planning Department also supervises the Office of Precious Minerals (to ensure compliance with the Kimberly Process Certification Scheme) as well as the Mining Cadastre Information Management Unit (MCIMU). The Department is headed by a Deputy Minister, who also serves as Liberia’s Focal point to the Kimberly Process Certification Scheme (KPCS) and assisted by two Assistant Ministers.
The Department of Planning and Human Resource Development is mandated to collaborate with various departments of the ministry to formulate short to long term development plans and articulate the shared vision of the Ministry of Lands, Mines and Energy. The Department also provides a process for mapping a clear path through the coordination of technical programs, budgeting, personnel and training activities on behalf of the Ministry.
